Public Divided Over Birth Control Insurance Mandate

Religious, Partisan and Gender Differences

OVERVIEW

About six-in-ten Americans (62%) have heard about the proposed federal rule that would require employers, including most religiously affiliated institutions, to cover birth control as part of their health care benefits. Among those aware of the issue, opinion is closely divided over whether these institutions should be given an exemption to the rule if they object to the use of contraceptives: 48% support an exemption and 44% say they should be required to cover contraceptives like other employers.

The latest national survey by the Pew Research Center for the People & the Press and the Pew Forum on Religion & Public Life, conducted Feb. 8-12 among 1,501 adults, finds sharp divisions on the issue by religious affiliation, party and ideology.

The Obama administration announced Feb. 10 that it would modify the mandate in response to criticism that the rule would force religious organizations to violate their religious beliefs in providing contraception coverage. The survey shows little difference in opinions among people interviewed before the administration?s proposed modification on Feb. 10 and those interviewed afterwards.

Among Catholics who have heard at least a little about the issue, 55% favor giving religious institutions that object to the use of contraceptives an exemption from the federal rule, while 39% oppose exempting those institutions. White evangelical Protestants, by an even larger margin (68% to 22%), favor giving religious institutions an exemption. White mainline Protestants are divided (44% favor an exemption, 46% are opposed). By contrast, a majority (55%) of the religiously unaffiliated who have heard about the issue say religious institutions that object to the use of contraceptives should be required to cover them like other institutions, while 39% favor giving an exemption to these institutions.

There also are wide partisan and ideological divisions in opinions about the issue. Nearly three-quarters (73%) of Republicans, and 82% of Republican and Republican-leaning independents who agree with the Tea Party, favor giving religious institutions that object to contraceptives an exemption from the new federal rule. By about two-to-one (64% to 29%), Democrats say religious institutions should be required to cover contraceptives like other employers; liberal Democrats (72%) are more likely than conservative and moderate Democrats (58%) to favor this approach.

Doctors can also use a direct examination method where they place a tiny camera in the joint so that they can see inside. Also called arthroscopy, it?s a procedure that is less invasive. It is a useful diagnostic procedure although it?s optional.

Bone scans are another tool that?s useful in diagnosing arthritis in hands. X-rays are limited in what they expose early on, so bone scans fill the gap with more details. The more information available the easier it is to make a correct judgment about how to treat the problem.

Obama health chief visits L.A. clinic, announces plan to help students

Health and Human Services Secretary Kathleen Sebelius visited a health clinic in downtown Los Angeles on Monday and announced more than $9 million in funding to help medical students repay school loans if they agree to work in underserved areas.

Sebelius said the program will encourage more students to pursue careers in family medicine and will help relieve a shortage of primary care doctors.

"Most Americans who live in underserved areas don't have access to basic care," she said during the visit to Eisner Pediatric and Family Medical Center. "It is not just a problem in some rural, isolated communities. It's a big problem in cities, like here in L.A."

Sebelius toured the Eisner clinic, which serves more than 26,000 patients each year, and took part in a panel discussion about community health clinics. Clinics nationwide received an influx of financial support from the federal health reform law, designed to improve quality of care and reduce costs.

In the past, Sebelius said that not enough attention was paid to workforce issues. But that has changed, and now there is more effort to expand that workforce, including training primary care doctors, nurse practitioners and physician assistants.

The loan repayment program, also funded by the federal law, is part of the National Health Service Corps and provides up to $120,000 to students who commit to spending three years as primary care doctors in underserved areas.

The National Health Service Corps, created in 1972, has tripled in size over the last three years. The program already provided loan repayment for medical residents, while the new effort reaches students who are still in medical school.

One of the recipients, Eric Schluederberg, a medical student at Western University of Health Sciences in Pomona, said he was originally interested in primary care because his father is a family physician. But he is also inspired by his fiancee, who has spina bifida, a birth defect believed to be preventable with proper prenatal care.

"It is part of the reason I want to be out there, helping women who just don't know," he said. "I want to be part of that."

Naomi Gordon-Walinksy, a doctor at the Eisner clinic, said the National Health Service Corps has helped her and other colleagues remain at the clinic.

"It's been a huge lift off my shoulders to be able to not worry about making the monthly loan payments," she said. "? It helps us stay committed to our work here."

GUATEMALA CITY (AP) ? Guatemala's president said Monday that the U.S. inability to deal with its drug consumption problem is leaving Central America with no option but to consider legalizing drugs.

President Otto Perez Molina said he wants a consensus before going forward with the idea for the region, which has become a major transit point for U.S.-bound drugs from South America and has been overrun by organized crime and Mexican drug cartels.

"We're bringing the issue up for debate. Today's meeting is intended to strengthen our methods of fighting organized crime. But if drug consumption isn't reduced, the problem will continue," Perez Molina said after a security meeting with El Salvador President Mauricio Funes.

Funes said he too is willing to consider drug legalization.

Perez, an ex-general who took office last month promising a crackdown on organized crime, said earlier that his proposal would include legalized consumption and transportation of drugs in Central America.

Washington strongly opposes the idea.

The U.S. Embassy in Guatemala issued a statement Sunday saying that legalizing drugs wouldn't stop transnational gangs that not only traffic drugs but also people and weapons. "The evidence shows our shared drug problem is a threat to public health and safety," it said.

Anita Isaacs, a Guatemala expert and professor of political science at Haverford College, said that the sudden turnaround in Perez's stance on drugs, could be "political gamesmanship" aimed at pushing the U.S. to move quicker on sending military help.

"This is kind of like a shot across the bow, saying if you don't help us, this is what we can do," she said from Guatemala.

Eduardo Stein, a former Guatemalan vice president and leader of Perez's transition team, denied that was the case, saying Guatemala was overwhelmed by drug crime and saw itself as left with only one option.

"It's evident what the situation is in these countries with small economies, we can't fight the drug traffickers and cartels with superior resources," Stein said. "The issue of drug trafficking and consumption is not on the North American political agenda. The issue of drugs in the U.S. is very marginalized while for Guatemala and the rest of Central America it's very central."

Perez took office last month and said one of his top priorities of ending a long-standing U.S. ban on military aid imposed over concerns about abuses during the Central American country's 36-year civil war.

Close advisers say he supports meeting the conditions set by various U.S. congressional appropriations acts for restoring aid that was first eliminated in 1978 halfway through the civil war, including reforming a weak justice system.

Perez has already come out in support of a U.S.- and United Nations-backed international anti-corruption team whose prosecution effort has been criticized by Guatemala's political elite.

Barbie's wardrobe celebrated at Fashion Week bash (AP)

NEW YORK ? Barbie threw open the sparkly, pink doors of her dream closet to rock a party she hosted for her fellow fashionistas.

She (well, actually the Mattel marketing machine that has kept Barbie dolls a bestselling toy for more than a half-century) hired a DJ to keep the beat and made sure the drinks flowed Friday night as models ? the real-life kind ? worked the balconies of a Lincoln Center atrium dressed in some of Barbie's watershed looks.

Guests mingled alongside a wall of pink-heeled pumps or stood before large computer screens to virtually rummage through the 53-year-old icon's wardrobe, from career to couture. The technology produced parting gifts of photos for her New York Fashion Week friends to preserve their Barbie moments.

The dream closet tech was a demonstration of what kids can do at home on their own computers if they visit BarbieWow.com and have webcams.

"Everything's awesome. I picked a pink dress. I have it at home," said 7-year-old Amirit Small, who attended the packed party with her dad and 11-year-old sister, Leila.

Dad was clearly enjoying the dad points he racked up for making it past Barbie's sparkly pink door rope and onto her pink carpet.

There were plenty of Barbie moments to go around among the crowd.

Steven Stolman, president of the home decor and accessories line Scalamandre, is known more for his signature zebra prints than the Barbie he was asked to style as a member of the Council of Fashion Designers of America several years ago. He chose a little black number.

"We tracked it down in a Target in Milwaukee," said Stolman, whose two older sisters were Barbie fans growing up.

Among girls growing up with Barbie, who didn't spend at least some time during the impressionable years styling or dyeing the doll's hair? But what did Stolman do?

What brothers are supposed to, of course: "I used to pull Barbie's head off."

Stephanie Cota, Barbie's senior vice president of marketing, has been rolling out her gal at Fashion Week for several years. There was a runway show in 2009 for the doll's 50th anniversary, featuring outfits by 50 designers who included Vera Wang, Diane von Furstenberg and Calvin Klein.

"What better way to celebrate a fashion icon than here at Fashion Week," Cota said.

It was Ken's turn last year. The Babs boyfriend was feted at Fashion Week in looks by Rag & Bone, Yigal Azrouel and others.

In all, 75 couture designers have outfitted Barbie over the years. Cota and her Mattel crew were loaded with Barbie tidbits: There's a "Barbie Pink" Pantone color and more than 1 billion outfits produced for her since she first hit stores as a "teenage fashion model" in 1959 wearing a black-and-white zebra stripe swimsuit.

Barbie also has a shoe collection to die for with thousands of the tiny things that parents with vacuum cleaners love to hate.

On loan for the party from the city's Albright Fashion Library were Barbie-inspired outfits worn by human models representing Barbie's passage through the decades. One was 1959 Barbie in her first swimsuit, done by Liza Bruce, and another was "Black Barbie" of 1980 in an Alexander McQueen jewel-collared red wrap jersey dress.

Dolce & Gabbana did "CEO Barbie" proud with a double-breasted wool gabardine suit in, you guessed it, pink.

And what about the controversy over whether Barbie and her perfect figure promote an unattainable body image for young girls?

"The same could be said for the entire fashion industry," observed Stolman.
