In International Business, First Know Thyself | Entrepreneur ...

A few years ago I was coaching a technology company?s CEO, ?Doug? on building strategic partnerships around the world. As we covered the various cultural issues he was likely to face, Doug had a strong emotional reaction when we talked about women in international business. In many places, women are likely to be given a lower status than their male counterparts.? Nearly half of the company?s staff were women including the COO, and Doug was upset that his colleagues would be potentially be downgraded. Or worse yet, a staff member might have to fend off an unwanted sexual advance. Doug was so insistent that we nearly had to plan the company?s expansion strategy around cultures that treated women as equals.

Savvy entrepreneurs making their entry into international markets for the first time often research target country cultures. But to truly be ready to do business globally, smart business leaders need to also take inventory of their own cultural values, assumptions, beliefs and expectations[1]. In Doug?s case, he was reacting based on his American value of gender equality and his assumption that unsolicited sexual advances are offensive in the workplace. Also, Americans have a cultural tendency to moralize and judge a situation in extreme terms. This would seem like an impasse if Doug cannot move past his concerns.

When most business dealings are in your native business culture, everyone you work with operates under a similar set of assumptions. To learn about your own culture, I have a few suggestions. First, if your company will be expanding to many countries, it would be wise to pick up a resource book that describes many business cultures. One of my favorites is International Business Negotiations by Lothar Katz. But if your time is limited and there is only one or two business cultures you need to learn, then study about the specific business culture and watch for your own emotional reactions to what you learn. When you encounter something that doesn?t feel right, try break it down to what about it bothers you. Once you know this, then you can decide if this prevents a relationship in that country or if you are willing to plan to deal with it.

In Doug?s case, he did move forward. We planned for situations where the status of women were likely to come up. For instance, Doug always introduced his whole management team, taking special care to explain everyone?s role and importance in the company. This helped international partners to understand the importance Doug placed on the women in his team and not to make assumptions that their role was lower. The team was briefed on basic safety and no female member of the team was ever to be left alone with an international partner. Some work cultures expected Doug?s team to socialize during visits, but female team members excused themselves from drinking any alcohol. To date, no one on the team has had any issues with status or harassment. What?s more, the company did not have to limit their own market potential or compromise their strongly held cultural beliefs!

IOC strips Crystal Cox of 2004 relay gold medal

(AP) ? American runner Crystal Cox was stripped of her gold medal from the 4x400-meter relay at the 2004 Athens Olympics on Saturday after admitting to doping, while the IOC put off a decision on whether to disqualify the U.S. team.

Cox admitted in 2010 to using anabolic steroids and accepted a four-year suspension and disqualification of her results from 2001 to 2004.

The International Olympic Committee executive board formally disqualified Cox and took away her gold medal. However, the IOC took no action on the U.S. team victory, which still stands ? for now.

The Olympic body said it is up to the rules of the International Association of Athletics Federations whether to disqualify the U.S. from the gold.

In a separate case dating back 12 years, the IOC on Saturday reallocated the medals removed from the U.S. men's 4x400 relay team from the Sydney Games because of the admitted doping by the late Antonio Pettigrew.

Cox ran in the preliminaries of the Athens relay. Sanya Richards, Dee Dee Trotter, Monique Henderson and Monique Hennegan ran in the final.

Under current international rules, an entire relay team can be disqualified because of the doping of one member, even an alternate. But IOC spokesman Mark Adams said it wasn't clear whether the IAAF rules were in effect at the time of the Athens Games.

"It is now within the remit of the IAAF to interpret its rules as to whether the disqualification of the athlete would have any effect on the results of the U.S. relay team," the IOC said.

If the U.S. is stripped of the victory, Russia would move from silver to gold and Jamaica from bronze to silver. Britain would get the bronze.

In a previous case, U.S. women's teams were stripped of the gold medal in the 4x400 relay and bronze in the 4x100 relay at the 2000 Sydney Games following admission of doping by Marion Jones.

In the Pettigrew case, the IOC stripped the U.S. team ? including Michael Johnson ? of the relay medals in 2008 but had postponed reallocating the medals pending any information from the BALCO doping investigation in the U.S.

Pettigrew died in 2010 from an overdose of sleeping pills.

The IOC decided Saturday to elevate Nigeria to the gold, with Jamaica moving up from bronze to silver and the Bahamas from fourth to bronze.

The IOC said it still waiting for more documents from the U.S. Anti-Doping Agency before acting in the case of Tyler Hamilton, the U.S. cyclist who won the time-trial gold medal in Athens.

After years of denials, Hamilton told CBS's "60 Minutes" last year that he had repeatedly used performance-enhancing drugs. The IOC is considering whether to strip him of the Athens gold and readjust the medals.

Retired Russian rider Viatcheslav Ekimov, who finished second behind Hamilton in Athens, stands to be upgraded from silver to gold. Bobby Julich of the United States finished third in Athens, with Michael Rogers of Australia fourth.

The IOC took no immediate action Saturday on the suspicious results uncovered during recent retesting of samples from the Athens Games. IOC medical commission chairman Arne Ljungqvist told the AP this week that he is investigating up to five possible positive results.

The backup "B'' samples haven't yet been tested, and the athletes and sports that produced the adverse results haven't been disclosed. If positive cases are confirmed, the IOC could retroactively disqualify athletes, nullify results and strip medals.

The IOC stores doping samples from each Olympics for eight years to allow for retesting. The statute of limitations for Athens will expire Aug. 29, the date the games closed in 2004.

In 2009, five athletes were caught in retesting of samples from the 2008 Beijing Games for CERA, an advanced version of the blood-boosting drug EPO. Rashid Ramzi of Bahrain was retroactively stripped of his gold medal in the 1,500 meters.

Fatal crash grounds key part of US firefighting fleet

A fleet of firefighting air tankers, a key force in squelching the Colorado wildfires, has been grounded after one of them crashes, possibly killing all four aboard. NBC's Miguel Almaguer reports.

Four of the six crew aboard a firefighting C-130 that crashed on July 1 are dead, the National Interagency Fire Center reported Tuesday. The crash forced officials to ground seven other Air Force air tankers, removing critical firefighting aircraft from the skies during one of the busiest and most destructive wildfire seasons ever to hit the West.

"The firefighting community extends its condolences to the families and friends of the deceased," the center said in its morning update of the nation's wildfire status.

The status of the two survivors was not immediately known.

Meanwhile, firefighters grappling with the two most destructive wildfires on record in Colorado reported progress, but steeled themselves for a long season in what has already been a dangerously active fire year in the western United States.

The fires, which left a haze of smoke over the state's urban corridors, have displaced tens of thousands of people and left vast swathes of forest a blackened wasteland in addition to charring more than 600 homes.

"I don't think we've seen a fire season like this in the history of Colorado," Governor John Hickenlooper said last week after surveying the destruction wrought by the Waldo Canyon Fire west of Colorado Springs.

The C-130 from an Air National Guard wing based in Charlotte, N.C., was fighting a 6.5-square-mile blaze in the Black Hills of South Dakota when it crashed Sunday.

President Barack Obama offered thoughts and prayers to the crew and their families. "The men and women battling these terrible fires across the West put their lives on the line every day for their fellow Americans," he said in a statement.

The crash cut the number of large air tankers fighting this summer's outbreak of wildfires by one-third.

The military put the remaining seven C-130s on an "operational hold," keeping them on the ground indefinitely. That left 14 federally contracted heavy tankers in use until investigators gain a better understanding of what caused the crash.

"You've basically lopped off eight air tankers immediately from your inventory, and that's going to make it tougher to fight wildfires," said Mike Archer, who distributes a daily newsletter of wildfire news.

"And who knows how long the planes will be down?" he said, adding that investigators will take time to make their conclusions.

Mike Ferris, spokesman for the National Interagency Fire Center, said at this stage there are adequate resources to combat the wildfires as fire managers move equipment and manpower from areas with little fire activity to states that need them.

Waldo Canyon Fire, 55 percent contained, still burns hot

"But if we continue to get new (fire) starts, then things can get a little more complex," he said.

Ferris said it was too early to tell what effect the grounding of the C-130 air tanker fleet may have.

At the Waldo Canyon Fire, fewer than 3,000 residents who were forced to flee their homes remained under evacuation orders, city officials said, adding that crews were slowly restoring utility services to the affected areas.

When 65 mile-an-hour winds blew flames across several ridgelines and threatened populated neighborhoods last Tuesday, more than 30,000 people were ordered to flee the inferno.

Colorado wildlife relief beginning of the long haul

Most of the remaining displaced residents live in the Mountain Shadows subdivision, a tightly clustered neighborhood of upscale homes in the bluffs on Colorado Spring's western edge where the bulk of property losses occurred.

The remains of two people were found last week in a burned-out house in Mountain Shadows, bringing to six the number of people who have died in Colorado wildfires this year. The cause of the fire is under investigation.

Among the major fires burning in the West on Monday:

  • Colorado: The 28-square-mile Waldo Canyon Fire was 70 percent contained. The fire northwest of Colorado Springs killed two people and destroyed nearly 350 homes.
  • Utah: Two new wildfires broke out on National Forest lands, one caused by target shooting, authorities said. In southern Utah, evacuations were ordered as the 500-acre Shingle fire threatened about 100 cabins.
  • Montana: The 290-square mile Ash Creek fire jumped a state highway early Monday, triggering evacuations.
  • Wyoming: Three large forest fires continued to spread as crews faced erratic winds and explosive fuel conditions.

We had a false alarm over the possible discovery of the theory-unifying Higgs boson last year, but a bit of poking and prodding in subsequent months may well have given us much more definitive evidence of the elusive particle. According to some rare rumors emerging from Nature, both CERN's ATLAS and CMS detectors have seen particle decay signals suggesting the existence of Higgs to within a 4.5 to 5 sigma level of proof -- in other words, very nearly concrete evidence. That's not quite the 5-plus needed to settle the matter, but it's to a much higher level of certainty than before. As if to add fuel to the fire, ScienceNews even located a briefly posted, CERN-made video (sadly, since pulled) saying bluntly that the CMS team had "observed a new particle."

Whether or not there's any substance is another matter. Nature hears that scientists are supposedly still working out what to say at an event on Wednesday, while CERN has made the slightly odd claim to ScienceNews that the yanked video is just one of several pre-recorded segments made to cover possible outcomes -- you know, in that "Dewey defeats Truman" sort of way. Unless the scientists have to go back to the drawing board, though, the focus from now on may be more on learning how Higgs behaves than its very existence. Any significant truth could see researchers proving the validity of the standard model of physics just as we're firing up our Independence Day barbecues.

Nevada Governor an Online Gaming Pioneer | BingoLingo.com

Nevada Governor Brian Sandoval said that Nevada took a big step forward last week when the state?s gambling commission awarded the first two online gaming licenses. Sandoval has been a pioneer in getting Nevada ready for online gambling. Last Thursday the Nevada Gaming Commission awarded online gambling licenses to Bally Technologies and Interna?tional Game Technology. (IGT) In an interview last Friday Sandoval said that since 2002 he and then Gaming Control Board Chairman Dennis Nylander worked on legislation that ?essentially provided a foundation for Nevada to get into Internet gaming.? At the time Sandoval was chairman of the Nevada Gaming Com?mission.

In 2011 as Governor Sandoval proposed legislation that directed Gaming Control to set up regulations for licensing internet gaming in the state. The legislation was completed and resulted in the issuance of the first two online gaming licenses. Sandoval said ?I can?t take all the credit? and added Assembly Judiciary Chairman William Horne guided the bill through committee and the lower house. Sandoval said that the licensing regulations combined with legislation that allows technological examination and certification of new gaming technologies are designed to keep Nevada the ?gold standard? of legal gambling. Sandoval said that the legislation allowing the examination of new gaming technologies was needed because the Gaming Control?s small technology staff was having trouble keeping up with the changes in gaming technology.

The backlog at Gaming Control was allowing new technologies to reach casinos in jurisdictions other than Nevada. Sandoval stated ?I?m determined that Nevada maintain its position as leader of gaming in the world.? Sandoval was asked by reporters about internet hacking and security concerns for internet gambling. Sandoval said the issue has been a top priority for the Gaming Policy Committee and Gaming Control. The Governor said the security programs are so good they can catch players cheating at an online poker table. Sandoval stated ?It will not allow minors access, and will ensure that bets are only taken in certain places.? The governor said that one long term goal is to have online gambling companies set up their servers, research and development departments in Nevada.

What does all this mean to online bingo players? If Nevada is successful other states are sure to follow and allow online gaming including online bingo. Nevada?s regulations could serve as a template for other states that want to implement intrastate online gaming. In addition to generating extra revenues in Nevada the development of the online gaming industry will create many good paying jobs.

Fifty Shades of Grey Sparks Rise in S&M, Bondage, Rope Sales


Fifty Shades of Grey is a must-read for women everywhere. Apparently, the EL James novel is also making S&M and bondage gear a must-buy for some.

The buzzed-about book has left unassuming New York women so feverish, they’ve been snapping up the tools and toys that the hunky Christian Grey favors.

They’re even slipping into stores and asking for bondage material - the type of natural filament rope used in the trilogy - the New York Post reports.

“Oh, we’ve been selling rope to women,” says Clifton Kahn, owner of Lexington Hardware on the Upper East Side. “I’d say tenfold more rope than usual."

"The women are definitely buying, and it’s still continuing.”

Apparently tying someone up isn't expensive. The store’s most popular item is soft-cotton “clothes line” rope, which retails at a bargain $5 for 50 feet.

Tarzian Hardware in Park Slope, Brooklyn, has also seen the trend.

“It’s usually men buying rope, but women, they’ve been coming in the last few months,” the manager told the newspaper. “I’ve actually read the book. So when the women began buying rope, it was kind of like, ‘Hmmm, that does seem unusual.’”

While New Yorkers act out their S&M fantasies, casting the movie roles of Christian and Anastasia has become an online fantasy game of sorts this spring.

Happy accident answers cell signal controversy

ScienceDaily (June 27, 2012) ? Using a new tool allowing proteins in a living cell to be manipulated in real time, researchers at Johns Hopkins have stumbled across the answer to a longstanding debate about where and how a certain protein is turned on in the cell. Reporting in the February 2012 issue of Nature Chemical Biology, scientists show that protein kinase A is also activated in the nucleus rather than inside the cell's body, a challenge to traditional beliefs.

"People have been wondering about nuclear PKA and [the answer] clicked when we saw our results," says Jin Zhang, Ph.D, associate professor of pharmacology at Johns Hopkins. For the most part, those in the field believe that PKA is activated in the cell's cytoplasm, but there is conflicting evidence suggesting it could also be present in the nucleus. Zhang says the answer to the debate clicked for her team when a cell biology technique they were fine-tuning gave them unusual results.

Zhang and her research team are looking for the best way to see what's happening in live cells in real time. Most recently, they developed a new tool to manipulate the intricate molecular signals within the cell, allowing the researchers to stimulate cellular activities so experiments rely on their timing rather than the cells'. The technique enables the scientists to chemically activate a chain of signals at a precise location and specific time, all of it culminating in the activation of PKA. This causes changes in the cell that lead to a variety of outcomes, from altering metabolism to causing a muscle contraction.

Given the wide range of cellular outcomes possible upon trigger of this chain of signals, Zhang and her team knew they must test their tool under many conditions to see the many different possibilities. They began by stimulating the chain at the edge of the cell. They measured how quickly the signaling chain responded, and engineers collaborating with Zhang came up with a mathematical equation to model the speed of the message going from the cell membrane into the nucleus.

Next, they tested their tool closer to the center of the cell, activating molecules at the edge of the nucleus. They found the response was much faster than anticipated; the mathematical equation did not fit. Thinking about this inconsistency led the team to conclude that the only way to explain their findings was if PKA was activated inside the nucleus, contrary to the traditional understanding of PKA being located and activated outside the nucleus.

According to Zhang, PKA has always been thought to be activated outside the nucleus. Upon activation, it travels into the nucleus to turn on the cell's response. Zhang's data showed the signal from PKA activated at the cell's edge is slow in reaching the inside of nucleus, so the only explanation for a fast response at the nucleus would be if another population of PKA was already there.

"We're collecting information that shows PKA at the nucleus is functional, it's not contamination and not background signal," says Zhang. "These are real functional enzymes that can be activated."

Zhang and her colleagues now aims to find out how PKA at the nucleus differs from traditional PKA. Without doubt, PKA plays a critical role in many cellular processes, says Zhang. This means that nuclear PKA could be a significant and, as yet, untapped source of information about cell function.

Writer and director Nora Ephron gravely ill with leukemia

(Nikki Kahn/The Washington Post/Getty Images) The writer and director Nora Ephron is gravely ill in her battle with leukemia, a source close to the family told ABC News.

Ephron, the writer of such iconic films as "Harry Met Sally," "Sleepless in Seattle,"? and "You've Got Mail," is 71 years old. Newspaper columnist Liz Smith told ABC that Ephron's funeral is already planned, and that Ephron is "deathly ill."

Writer Richard Cohen also confirmed to ABC News that Ephron's death is "imminent."

A source close to Ephron confirmed those reports.

Ephron is married to filmmaker Nicholas Pillegi, 79, and is the mother of two children from her previous marriage to journalist Carl Bernstein.

In recent years, Ephron earned acclaim for her novel about aging, "I Feel Bad About My Neck," as well as the play she coauthored with her daughter, "Love, Lost, and What I Wore."

She also wrote and directed the 2009 film "Julie and Julia," starring Meryl Streep and Amy Adams.

Ephron has won three Academy Awards for her work.?

The founder of Wikipedia urged British officials on Monday to block the extradition of a 24-year-old British student wanted in the United States over alleged copyright offenses.?

Wikipedia's Jimmy Wales expressed support for Richard O'Dwyer, who was arrested at his university dorm in 2010 by British officers accompanied by agents from the U.S. Immigration and Customs Enforcement. By midday Monday the petition to halt O'Dwyer's extradition had gained more than 20,400 signatures.

The Guardian newspaper has thrown its support behind O'Dwyer as well, saying in an editorial published Monday that his case was "unfair" and "absurd."?

In the United States, the Electronic Frontier Foundation?said it finds it "troubling" that the American government "is trying to haul a British citizen into?criminal court in the U.S. for running a website that probably doesn't?violate either U.S. law or U.K. law."

Mitch?Stoltz, staff attorney for the digital rights organization, told msnbc.com?that the government's actions in the case "send a dangerous message to other governments that websites?can be shut down and their operators threatened with prosecution in a?foreign country, no matter how tenuous the legal case. Surely the U.S.?government can come up with better ways to spend our tax dollars than?putting a British college student in jail for running what was, in?effect, a search engine."

Actress/model/advocate Jenny McCarthy has once again set tongues wagging with her sixth appearance on the cover of Playboy. The blonde bombshell is featured on the cover of the July/August issue wearing nothing but some black knee-high tights and coordinating fingerless fishnet gloves. In addition to the cover photo, McCarthy appears in an eight-page photo spread inside the magazine, her seventh pictorial for Playboy.

The 39-year-old told People magazine that this particular photo shoot was particularly special because of the classy factor.

"I'm really proud of it," McCarthy told the magazine. "The pictures are really gorgeous and classy. They could be out of W magazine. They're really elegant. It's probably a lot more sophisticated than a lot of the stuff you'd see of people with their clothes on."

McCarthy made her Playboy debut in 1993 as a centerfold and later went on to be named Playmate of the Month and Playmate of the Year. Shortly thereafter MTV enlisted McCarthy to co-host our popular '90s dating show "Singled Out," which officially put the model/personality on the pop culture map. Entertainment Weekly deemed McCarthy "the Vanna White for the MTV generation," and praised her plucky, outspoken and signature touchy-feely hosting methods.

McCarthy parlayed her fame into multiple roles in television series and film, including two of her own self-titled sitcoms, but in recent years has become more well-known for her work as an activist for autism awareness, on behalf of her own autistic son Evan and the challenges and preconceptions associated with parenting autistic children. COLORADO SPRINGS, Colo. (AP) ? Wildfires damaged more than a dozen Colorado homes over the weekend and forced evacuations for thousands more while shrouding top state tourist destinations in smoke and emptying hotels and campgrounds ahead of the Fourth of July holiday.

Colorado is having its worst wildfire season in a decade, with more than a half dozen forest fires burning across the state's parched terrain. One of the newest fires, a blaze near Colorado Springs, grew to more than 3 square miles Sunday after erupting just a day earlier and prompting evacuation orders for 11,000 residents and an unknown number of tourists.

The fire sent plumes of gray and white smoke over the area that obscured at times Pikes Peak, the most-summited high-elevation mountain in the nation and inspiration for the song "America The Beautiful."

Winds had started to push smoke away from Colorado Springs and evacuations orders were lifted for the 5,000 residents of nearby Manitou Springs, but area residents and tourists still watched nervously as haze wrapped around the peak.

"We're used to flooding and tornadoes, nothing like this," said Amanda Rice, who recently moved to the area from Rock Falls, Ill. Rice, her husband, four children and dog. They left a Manitou Springs hotel late Saturday.

Rice, scared when she saw flames, took her family to the evacuation center before she was told to go.

"It was just this God-awful orange glow. It was surreal. It honestly looked like hell was opening up," Rice said Sunday.

Even while other large fires burn across the West, Colorado's blazes have demanded half the nation's firefighting fleet, according to Colorado Gov. John Hickenlooper. He said C-130 military transport planes from Peterson Air Force Base in Colorado Springs would begin assisting Monday.

"People recognize this is going to take a big push" to extinguish, Hickenlooper said Sunday from a Colorado Springs grocery store, where volunteers were passing out burritos, sandwiches and drinks to 350 firefighters working near Pikes Peak.

A statewide ban on open campfires and private fireworks has been in place for more than a week.

While no homes were reported damaged in the Colorado Springs-area fire, a forest fire near Rocky Mountain National Park destroyed structures near the mountain community of Estes Park. The Larimer County Sheriff's Office said Sunday that 22 homes and 2 outbuildings had been burned.

The Estes Park destroyed vacation cabins and closed the most commonly used entrance to the park. Clouds of smoke blew toward the 102-year-old Stanley Hotel that inspired Stephen King to write "The Shining."

Also over the weekend, residents of a subdivision near the northern Colorado city of Fort Collins learned that 57 more homes in their neighborhood had been lost to High Park fire, which already had claimed 191 homes, authorities said.

The High Park Fire is the second-largest wildfire and among the most expensive in Colorado's history. It has scorched more than 130 square miles and was just 45 percent contained on Sunday, The Denver Post reported.

With Colorado midway through its worst wildfire season in a decade, travelers have seen some of their favorite sites closed to the public, obscured by smoke and haze. Some travelers were awoken with evacuation orders.

Families planning whitewater rafting trips or visits to the stunning red-rock formations in Garden of the Gods park in Colorado Springs were instead spending their vacations passing out bottled water and setting up cots in evacuee centers.

They included Mark Stein of Morristown, N.J., whose family arrived after midnight Sunday at their Manitou Springs hotel for a week of whitewater rafting and sightseeing.

"We were sleeping for 15 minutes when they started knocking on the door ? a day from hell," Stein said of the day of travel. With his wife and two sons, Stein spent the first night of his vacation setting up cots for more than 200 evacuees who slept at the school.

"I think it's the best vacation ever. This is what the real world is about. There's a lot of people that need help," Stein said.

Also Sunday, a brushfire that began near Elbert, about 50 miles southwest of Denver, quickly spread to about 60 acres, forcing the evacuation of about 100 residents.

Elsewhere, firefighters contended with windy and heat as they battled wildfires in Utah, New Mexico, Arizona and California.

? In Utah, a 15-square-mile blaze around Fountain Green in Sanpete County was threatening more than 359 permanent structures and 213 mobile homes and travel trailers in four rural subdivisions, forcing about 1,000 people to flee. BLM says the human-caused fire erupted Saturday afternoon. Officials report progress on a 9-square-mile wildfire around Saratoga Springs, about 40 miles south of Salt Lake City.

? In Montana, two wildfires were burning in the southwest part of the state, including the fast-moving Antelope Fire, which started Saturday afternoon about 10 miles north of Whitehall and had grown to 462 acres on Sunday. About 100 firefighters were battling that blaze.

? In Arizona, the U.S. Forest Service said Sunday that containment against the Pecos Fire, just outside of Young, is up to 50 percent and remains under 12,000 acres. Officials say many of the firefighting resources are being released to their home units or to other fire assignments.

Weirton July 4 parade plans set

WEIRTON - The Fourth of July is just around the corner and local residents are being called out to participate in Weirton's annual parade.

Each year, the city's Board of Parks and Recreation organizes the parade for the Fourth of July celebration prior to the Renaissance Weirton Festival, set to take place July 4.

Kevin Elias, programs director for the park board, said he would like to focus on making this year's parade a blow-out event. The theme for the 2012 Fourth of July Parade, according to Elias, is "Salute to Our History - Last Man Standing."

Elias said he feels it's important to send a message that Weirton continues to be filled with good people and community events. He said he has contacted each of the local high school bands, several area dance studios and several others wanting to participate in the city's showcase event.

The parade will begin at 10 a.m. along Main Street at the corner of Virginia Avenue proceeding south past the Millsop Community Center to Marland Heights Road.

Applications are still being accepted and anyone wanting to take part in the parade can do so by filling out an application at the Millsop Community Center or mail it to Weirton Fourth of July Parade, 3420 Main St., Weirton, W.Va. 26062.

There is no fee to participate.

Islamist Morsi elected Egypt's president

CAIRO (AP) ? Islamist Mohammed Morsi was declared the winner Sunday in Egypt's first free presidential election in history, closing the tumultuous first phase of a democratic transition and opening a new struggle with the still-dominant military rulers who recently stripped the presidency of most of its powers.

In Tahrir Square, the birthplace of the uprising that ousted autocratic President Hosni Mubarak, joyous supporters of Morsi's Muslim Brotherhood wept and kneeled on the ground in prayer when they heard the announcement on live television. They danced, set off fireworks and released doves in the air with Morsi's picture attached in celebrations not seen in the square since Mubarak was forced out on Feb. 11, 2011.

Many are looking now to see whether Morsi will try to take on the military and wrestle back the powers they took from his office just one week ago. Thousands vowed to remain in Tahrir to demand that the ruling generals reverse their decision.

In his first televised speech, the 60-year old U.S.-trained engineer called on Egyptians to unite and tried to reassure minority Christians, who mostly backed Morsi's rival Ahmed Shafiq because they feared Islamic rule.

He said he carries "a message of peace" to the world and pledged to preserve Egypt's international accords, a reference to the peace deal with Israel.

He also paid tribute to nearly 900 protesters killed in last year's uprising.

"I wouldn't have been here between your hands as the first elected president without ... the blood, the tears, and sacrifices of the martyrs," he said.

In the lengthy and redundant speech, Morsi appeared to be struggling to compose his sentences. Wearing a blue suit and tie, he looked stiff and uncomfortable and did not smile throughout as he read from a paper. He was non-confrontational and did not mention the last-minute power grab by the ruling military, instead praising the armed forces.

The White House congratulated Morsi and urged him to advance national unity as he forms a new government. White House press secretary Jay Carney said Morsi's victory is a milestone in Egypt's transition to democracy after decades of authoritarian rule under Mubarak. The Obama administration had expressed no public preference in the presidential race.

Left on the sidelines of the political drama are the liberal and secular youth groups that drove the uprising against Mubarak, left to wonder whether Egypt has taken a step towards becoming an Islamist state. Some grudgingly supported Morsi in the face of Shafiq, who was Mubarak's last prime minister, while others boycotted the vote.

Morsi will now have to reassure them that he represents the whole country, not just Islamists, and will face enormous challenges after security and the economy badly deteriorated in the transition period.

Pro-democracy leader Mohammed ElBaradei urged unity after the results were announced.

"It is time we work all as Egyptians as part of a national consensus to build Egypt that is based on freedom and social justice," he wrote on his Twitter account.

The elections left the nation deeply polarized with one side backing Shafiq, who promised to provide stability and prevent Egypt from becoming a theocracy. Because of his military career, many saw him as the military's preferred candidate.

In the other camp are those eager for democratic change and backers of Morsi's Muslim Brotherhood who were persecuted, jailed and banned under Mubarak but now find themselves one of the two most powerful groups in Egypt.

The other power center is the ruling military council that took power after the uprising and is headed by Mubarak's defense minister of 20 years.

Just one week ago, at the moment polls were closing in the presidential runoff, the Supreme Council of the Armed Forces (SCAF) issued constitutional amendments that stripped the president's office of most of its major powers. The ruling generals made themselves the final arbiters over the most pressing issues still complicating the transition? such as writing the constitution, legislating, passing the state budget? and granted military police broad powers to detain civilians.

"I am happy the Brotherhood won because now the revolution will continue on the street against both of them, the Brotherhood and the SCAF," said Lobna Darwish, an activist who has boycotted the elections.

Also, a few days before that constitutional declaration, a court dissolved the freely elected parliament, which is dominated by the Muslim Brotherhood, leaving the military now in charge of legislating.

Brotherhood members and experts said the results were used a bargaining chip between the generals and the Brotherhood over the parameters of what appears to be a new power-sharing agreement. The country's new constitution is not written and the authorities of the president are not clear.

This is the first time modern Egypt will be headed by an Islamist and by a freely elected civilian. The country's last four presidents over the past six decades have all came from the ranks of the military.

"Congratulations because this means the end of the Mubarak state," said Shady el-Ghazali Harb, a prominent activist who was among the leaders of the protests in January and February last year.

The results of the elections were delayed for four days amid accusations of manipulation and foul play by both sides, raising political tensions in Egypt to a fever pitch.

The delay plunged the country into nerve-wrecking anticipation and pushed tensions to a fever pitch. Parallel mass rallies by Shafiq and Morsi supporters were held in different parts of Cairo and cut-throat media attacks by supporters of both swarmed TV shows. In the hours before the announcement of the winner, the fear of new violence was palpable.

Heavy security was deployed around the country, especially outside state institutions, in anticipation of possible violence. Workers were sent home early from jobs, jewelry stores closed for fear of looting and many were stocking up on food and forming long lines at cash machines in case new troubles began.

Morsi narrowly defeated Shafiq with 51.7 percent of the vote versus 48.3, by a margin of only 800,000 votes, the election commission said. Turnout was 51 percent.

Farouk Sultan, the head of the commission, described the elections as "an important phase in the end of building our nascent democratic experience."

Sultan went to pains to explain the more than 400 complaints presented by the two candidates challenging counting procedures and alleging attempts of rigging. It appeared to be an attempt to discredit claims that the election commission was biased in favor of Shafiq, the candidate perceived as backed by the military rulers.

The country is deeply divided between supporters of the Brotherhood, liberals and leftists who also decided to back them as a way to stand up to the military, and other secular forces that fear the domination of the Brotherhood, and grew critical of it in the past year. The small margin of victory for Morsi also sets him for a strong opposition from supporters of Shafiq, viewed as a representative of the old regime.

Naguib Sawiris, a Coptic Christian business tycoon who joined a liberal bloc in voicing opposition to the Muslim Brotherhood a day before the results were announced, said he expects the new president to send a reassuring message to Egypt's Christian minority who represent around 10 percent of the population of 85 million.

"There are fears of imposing an Islamic state ... where Christians don't have same rights," Sawiris told the private TV station CBC. Morsi "is required to prove the opposite. ... We don't want speeches or promises but in the coming period, it is about taking action. ... He was not our choice but we are accepting it is a democratic choice."

Hamdeen Sabahi, a leftist presidential candidate who came in a surprising third place in the first round of elections, asked Morsi to live up to his pledges to form a national coalition government and appoint presidential aides from different groups "that express the largest national consensus."

Khaled Abdel-Hamid, a leading leftist politician, said Morsi must fight to get his powers back or he will lose any popular support he may have garnered.

"If he fights to get his power back, we will support him. But if he doesn't fight back, then he is settling for siding with the military," he said.
